How to convert images to PDF

  1. Choose the images

Drop up to 20 pictures onto the page, or click to pick them. The order they are listed is the page order; move any picture up or down, or sort them by name.

  2. Choose the page

Pick A4, US Letter or another sheet and a margin, or keep the page the same size as each picture.

  3. Convert and download

Click Convert to PDF. Each picture gets its own page, centred and never stretched.

One PDF from any picture format

Eight formats

JPG, PNG, WebP, GIF, BMP, AVIF, TIFF and HEIC. JPG and PNG go in as they are; the rest are converted to PNG on your device first. A multi-page TIFF, such as a scan or fax, becomes one PDF page per TIFF page.

Photos the right way up

A portrait photo that a phone stored sideways is turned upright using its orientation tag, without re-encoding the picture.

A4, Letter or picture size

Fit each picture on a standard sheet turned to match its shape, with no margin or a small or medium one, or make each page as big as its picture.

No quality loss for JPG

A JPG is embedded byte for byte, so the PDF is about as large as the pictures were and looks the same.

Frequently asked questions

Which image formats can I use?

JPG, PNG, WebP, GIF, BMP, AVIF, TIFF and HEIC. JPG and PNG are used as they are. TIFF is read by a small decoder that loads only when you choose a TIFF, and each TIFF page becomes a PDF page. The others are decoded by your browser and saved into the PDF as lossless PNG, so a format your browser cannot open is reported by name. HEIC photos open in Safari; in other browsers export them as JPG first.

Why did my photo come out sideways in other tools?

Phones often store a photo turned and add an orientation tag. Tools that ignore the tag show it on its side. This one reads the tag and turns the page to match, so the photo appears the way your phone showed it.

Can I keep the pictures at their own size?

Yes. Choose "Same as the picture" and each page is exactly as large as its image, with no blank space. Choose a sheet such as A4 instead to get uniform pages with the picture fitted inside.

What happens to an animated GIF?

Only its first frame goes into the PDF, and the result says so.

Is there a tool just for JPG files?

Yes, JPG to PDF does the same job for JPG and PNG and keeps each page the size of its picture. To go the other way, use PDF to JPG or PDF to PNG.

How do I reorder the pages afterwards?

Use Organize PDF to drag pages into order, or Merge PDF to add this file to another. To make scanned pictures searchable, run OCR PDF.

Is my file uploaded anywhere?

No. Image to PDF runs entirely in your browser: the file is opened and processed on your own device and is never sent to our server. More in the privacy policy.

Is Image to PDF free to use?

Yes. Image to PDF is free, with no account to create and no software to install — open the page in a modern browser and start.
